This website provides more details about Miller Homes’ latest set of proposals, including new homes of exceptional and sustainable design, alongside green open space, dedicated walking and cycling routes, a mobility hub and a minimum 10% net gain in biodiversity. The proposed scheme would include 40% affordable homes of mixed sizes and tenures, in line with the Council’s emerging policy. This would help first-time buyers, including in particular those local to the site, and help to to meet the needs to those on the housing waiting list.

Where is the site?

Miller Homes is in the process of preparing proposals for a new development on land at Sherfield Hill Farm, north of the approved Redlands development. The proposed development is expected to comprise approximately 350 new homes with an outline planning application aiming to be submitted only once further consultation with the community has been undertaken.

The site is located to the east of the A33 corridor, directly opposite the entrance to Taylor’s Farm / Sherfield Park development.

Why here?

With a growing need to deliver more homes across Basingstoke and Deane, the Borough Council has recognised that the land at Sherfield Hill Farm has the potential to help meet that need. Situated opposite the roundabout on the A33, adjacent to a new development and just 1.5 miles from Chineham, the site is in a sustainable location and can be delivered quickly.

The proposals

Whilst still at an early stage, the proposed development is expected to include:

Approximately 350 new homes, with a range of one, two, three, four and five bedroom properties that will help Basingstoke and Deane Borough Council meet its 5-year housing land supply

40% affordable homes, in line with the Council’s emerging policy, helping local first-time buyers to get on the housing ladder and helping to meet the needs of those on the housing waiting list

A sustainable new community, with energy efficient homes, a dedicated network of segregated walking and cycling routes, a minimum 10% net gain in biodiversity, electric vehicle charging points, an onsite mobility hub as well as green spaces

A landscape-led design that is sympathetic to the natural environment and surrounding area. This includes significant planting of a range of native species across the site and the strategic placement of houses away from the site boundary to maintain the separate identity of Church End and setting of St Leonard’s Church.

New areas of public open space and green infrastructure

A boost to the local economy, with the creation of new jobs during construction and financial contributions for infrastructure improvement


Housing need

This site will deliver approximately 40% affordable homes, helping people and families stay living locally in a home they can afford, while assisting the Council in addressing their identified housing need.


Transport & access

In drawing up the proposals, we have given careful consideration to a well-connected network of streets within the development, alongside both vehicle and pedestrian links to the wider area. Pedestrian links and cycle facilities will be provided to encourage active modes of transport to be used when travelling to local amenities.

Ecology

In developing our proposals, we have sought to increase biodiversity by a net gain of at least 10% and support ecologically valuable habitats. The development has been designed to encourage wildlife, and extensive areas of green space surrounding the site will provide habits for many different plant and animal species. We will also be retaining many of the existing mature trees to support local wildlife and enhance the character of the development.


Sustainability

Miller Homes developments are highly energy efficient in design, maximised through a ‘fabric first’ approach and the careful selection of construction materials in order to minimise whole-life carbon emission. Energy efficient design is complemented with A rated appliances (or higher) and low carbon/renewable technologies to help enhance the benefits of buying a new build by further reducing energy bills.  Monitoring energy usage is made easy through the installation of smart electricity meters as standard.


Public consultation on the southern half of Sherfield Hill Farm – 2021 and early 2022

During 2021 and early 2022, extensive consultation was undertaken with the local community about the emerging ideas for the southern half of the site.

Q. Where is the site? +

Sherfield Hill Farm is located to the north-east of Basingstoke, approximately 1.5 miles (25 minute walk or 7 minute cycle) from Chineham centre. It is bordered by open space to the east, a site with planning approval for homes to the south, and the A33 to the west.

Q. What are the plans? +

Miller Homes is proposing the site at Sherfield Hill Farm for the development of approximately 350 high quality homes to help Basingstoke and Deane Borough Council meet its housing needs. Sherfield Hill Farm will offer:

Q. What about an increase in traffic? +

Miller Homes will continue to work with both Basingstoke and Deane Borough Council and Hampshire County Council to ensure an acceptable highways and access solution. Assessment demonstrates that the proposed junction offers sufficient capacity to accommodate the potential traffic demands from the site and does so in a manner that does not materially impact on A33 traffic flows. The improvement of the junction necessary to deliver access to the site has already been delivered as part of the Redlands application.

Q.What are your plans to protect wildlife and trees? +

In developing the proposals, Miller Homes has sought to retain the majority of trees and hedgerows on site, as well as provide the opportunity for planting of more trees and hedgerows to encourage a green infrastructure. Our proposals will increase biodiversity through a net gain of 10% and will support ecologically valuable habitats.

Q. Why does Basingstoke need more homes? +

It is vital that further sites are considered in order for the Council to maintain its 5-year housing land supply, thus avoiding further speculative developments in less sustainable locations.

Q. Will there be affordable houses? +

Miller Homes are keen to work with the council to deliver the right types of houses in order to meet the demand, with a combination of first-time buyer and larger family homes included. This would be compliant with council policy of 40% affordable homes.

Q. What will the development look like? +

Planning and design of the site will be done in conjunction with Basingstoke and Deane Borough Council and will consider responses resulting from the stakeholder engagement and public consultation programme. The scale and density of the proposed site will be sensitive to the surrounding area and balanced with making the best use of the land available without compromising on design or quality.

Q. How will you ensure adequate car parking? +

The planning process will consider not only housing need but also associated parking provision. Design standards will be utilised to deliver good quality developments that take car usage into consideration and also incorporates evolving future transport initiatives.

Q. What about the pressure on existing services? +

Miller Homes recognises the need to work with the council in order to monitor whether there is sufficient provision for medical and educational services for both existing and new residents. Stakeholder engagement with the local NHS trust and education provider will be carried out as part of the planning application process and all feedback will be incorporated into the final submission.

Q. What will happen to the footpaths and public rights of way? +

Any existing public rights of way will be incorporated into the design of the site, and further purpose-built routes will be added to enhance connectivity, both for pedestrian and cycle access.

Q. What other facilities will your development provide? +

Miller Homes is looking to provide green open space and sensitive and sustainable landscaping alongside improvements to local infrastructure. Any s106 contributions will also look to support Basingstoke and Deane Borough Council to further enhance the local area. As part of our consultation process, which has already led to a number of changes in the proposals, we remain keen to hear from local residents as to what their area needs, and would welcome comments and suggestions on this topics.
